Improving the Decision Making Abilities of Small Unit Leaders

Cover imageFor the past decade, the U.S. Marine Corps and its sister services have been engaged in what has been termed "hybrid warfare," which ranges from active combat to civilian support. Hybrid warfare typically occurs in environments where all modes of war are employed, such as conventional weapons, irregular tactics, terrorism, disruptive technologies, and criminality to destabilize an existing order.


In August 2010, the National Research Council established the Committee on Improving the Decision Making Abilities of Small Unit Leaders to produce Improving the Decision Making Abilities of Small Unit Leaders. This report examines the operational environment, existing abilities, and gap to include data, technology, skill sets, training, and measures of effectiveness for small unit leaders in conducting enhanced company operations (ECOs) in hybrid engagement, complex environments. Improving the Decision Making Abilities of Small Unit Leaders also determines how to understand the decision making calculus and indicators of adversaries.


Improving the Decision Making Abilities of Small Unit Leaders recommends operational and technical approaches for improving the decision making abilities of small unit leaders, including any acquisition and experimentation efforts that can be undertaken by the Marine Corps and/or by other stakeholders aimed specifically at improving the decision making of small unit leaders. This report recommends ways to ease the burden on small unit leaders and to better prepare the small unit leader for success. Improving the Decision Making Abilities of Small Unit Leaders also indentifies a responsible organization to ensure that training and education programs are properly developed, staffed, operated, evaluated, and expanded.Improving the Decision Making Abilities of Small Unit Leaders

Discipline-Based Education Research: Understanding and Improving Learning in Undergraduate Science and Engineering

Cover imageThe National Science Foundation funded a synthesis study on the status, contributions, and future direction of discipline-based education research (DBER) in physics, biological sciences, geosciences, and chemistry. DBER combines knowledge of teaching and learning with deep knowledge of discipline-specific science content. It describes the discipline-specific difficulties learners face and the specialized intellectual and instructional resources that can facilitate student understanding.

Discipline-Based Education Research is based on a 30-month study built on two workshops held in 2008 to explore evidence on promising practices in undergraduate science, technology, engineering, and mathematics (STEM) education. This book asks questions that are essential to advancing DBER and broadening its impact on undergraduate science teaching and learning. The book provides empirical research on undergraduate teaching and learning in the sciences, explores the extent to which this research currently influences undergraduate instruction, and identifies the intellectual and material resources required to further develop DBER.

Discipline-Based Education Research provides guidance for future DBER research. In addition, the findings and recommendations of this report may invite, if not assist, post-secondary institutions to increase interest and research activity in DBER and improve its quality and usefulness across all natural science disciples, as well as guide instruction and assessment across natural science courses to improve student learning. The book brings greater focus to issues of student attrition in the natural sciences that are related to the quality of instruction. Report of the Panel on Implementing Recommendations from the New Worlds, New Horizons Decadal Survey

Cover imageThe 2010 Astronomy and Astrophysics Decadal Survey report, New Worlds, New Horizons in Astronomy and Astrophysics (NWNH), outlines a scientifically exciting and programmatically integrated plan for both ground- and space-based astronomy and astrophysics in the 2012-2021 decade. However, late in the survey process, the budgetary outlook shifted downward considerably from the guidance that NASA had provided to the decadal survey. And since August 2010--when NWNH was released--the projections of funds available for new NASA Astrophysics initiatives has decreased even further because of the recently reported delay in the launch of the James Webb Space Telescope (JWST) to no earlier than the fourth quarter of 2015 and the associated additional costs of at least $1.4 billion. These developments jeopardize the implementation of the carefully designed program of activities proposed in NWNH. In response to these circumstances, NASA has proposed that the United States consider a commitment to the European Space Agency (ESA) Euclid mission at a level of approximately 20 percent. This participation would be undertaken in addition to initiating the planning for the survey's highest-ranked, space-based, large-scale mission, the Wide-Field Infrared Survey Telescope (WFIRST).

The Office of Science and Technology Policy (OSTP) requested that the National Research Council (NRC) convene a panel to consider whether NASA's Euclid proposal is consistent with achieving the priorities, goals, and recommendations, and with pursuing the science strategy, articulated in NWNH. The panel also investigated what impact such participation might have on the prospects for the timely realization of the WFIRST mission and other activities recommended by NWNH in view of the projected budgetary situation. The panel convened a workshop on November 7, 2010. The workshop presentations identified several tradeoffs among options: funding goals less likely versus more likely to be achieved in a time of restricted budgets; narrower versus broader scientific goals; and U.S.-only versus U.S.-ESA collaboration. The panel captured these tradeoffs in considering four primary options: Option A: Launch of WFIRST in the Decade 2012-2021; Option B: A Joint WFIRST/Euclid Mission; Option C: Commitment by NASA of 20 percent Investment in Euclid prior to the M-class decision; or Option D: No U.S. Financing of an Infrared Survey Mission This Decade.Report of the Panel on Implementing Recommendations from the New Worlds, New Horizons Decadal Survey

Public Engagement on Facilitating Access to Antiviral Medications and Information in an Influenza Pandemic: Workshop Series Summary

Cover imageInfluenza pandemics overwhelm health care systems with thousands or hundreds of thousands of sick patients, as well as those worried they may be sick. In order to ensure a successful response to the patient swell caused by a pandemic, robust planning is essential to prepare for challenges public health officials may face. This includes the need to quickly distribute and dispense antiviral medications that can reduce the severity and duration of disease to large numbers of people.

In response to a request from the Centers for Disease Control, the Institute of Medicine's Forum on Medical and Public Health Preparedness for Catastrophic Events held a series of workshops that explored the public's perception of how to facilitate access to antiviral medications and treatment during an influenza pandemic. To help inform potential strategies still in the development stages at the CDC, workshops were held in Fort Benton, Montana; Chattanooga, Tennessee; and Los Angeles, California during February and March 2012 to consider the usefulness of several alternative strategies of delivering antiviral medication to the public. Participants considered how the normal systems for prescribing and dispensing antiviral medications could be adjusted to ensure that the public has quick, safe, and equitable access to both potentially life-saving drugs and information about the pandemic and treatment options.
